It is most improbable that any of these groups will co-operate unless

the H.K.G. will ensure that they do not stand to lose by it. The

potential losses of each of the groups referred to are as follows:

The value of the demolished property to its owners will

probably amount to at least its replacement cost. If replacement within

the Walled City is feasible, the cost is estimated at between $100 and

$120 per square foot on current indications. The total cost for 93

flats would therefore be between about $3.5 million and $4.5 million,

assuming a standard size of 400 square feet per flat. Replacement outside

the Walled City could cost twice or three times as much, raising the

potential maximum cost to about $13.5 million.

The cost of demolition and related works (e.g. new roof

construction) is particularly difficult to estimate having regard to

the congested nature of the area and lack of vehicular or even easy

pedestrian access to many of the sites; but if notional figures of

between $10,000 and $15,000 per building are used, the total cost would

be about $0.5 million.
