Prevention of Cruelty to Animals Ordinance
Further to our telephone conversation of yesterday afternoon, I enclose herewith a photocopy of my affidavit sworn on the% 29th November 1976 (copy of which was sent to the Commissioner of Police at Hong Kong Headquarters on even date), as well as my two letters to the Director of Agriculture & Fisheries dated the 2nd and 6th instant respectively.
After careful study of this Ordinance and with reference to my above-mentioned affidavit, I am of the opinion that Sing Lai Hong (otherwise known as Shing Lee Hong) of 85/87 Fa Yuen Street, Mongkok, Kowloon, have contravened sub- sections 3(1) paragraphs (a) (b) & (c), 3(2) and 3(3).
I would ask you therefore to do the necessary in accordance with sub-section 4 (1) of this Ordinance and to ensure that the proprietor of Sing Lai Hong pays the penalty as stipulated under sub-section 3(1), viz. a $1,000 fine plus 6 months'
imprisonment.
As to what will become of the animals to be seized, I sincerely hope that the Department of Agriculture & Fisheries will arrange to accommodate same and to do their best to nurture especially the ailing endangered species back to good health and thereafter to set them free.
