obligation to take into serious consideration the justifiable rights belonging to the Chinese residents in the N.T. Since these people are at present living under the oppression of an unfair society, they cannot con- tinue to tolerate the British Government's attitude to wait for the ripe
The three moment for settlement, and thus lose their justifiable rights. districts of Hong Kong Island, Kowloon and the N.T. are all in one, geogra- phically as well as in their international status, and are therefore in- separable. But in regard to the question of Hong Kong's internal adminis- tration, the extraordinary circumstances prevailing in the N.T. leave us no alternative but to make representation to the British Government to strive for the preservation of the people's justifiable rights, basing our submis- sion on the terms of the Anglo-Chinese Convention and on grounds of fair play. It is therefore proposed that reforms be made in the political system of the N.T. so as to change this territory into a special administrative district. For this end, the following principles framed in accordance with Hong Kong's existing governmental organization - are submitted for considerations-

(1) A New Territories Administrative Council is to be set up (to make decisions on the implementation of policies on N.T. matters and to enact laws). The Council is to be made up of a number of members appointed by the Administrative High Con- missioner, N.T., and another number nominated by the N.T. Heung Yee Kuk all to be approved by the Governor of Hong Kong. The Administrative High Commissioner, N.T., will be its chairman, and all policies and laws passed by this Coun- cil will only come into force subject to approval by the Governor.

(2) The present title of the Secretary for the N.T. is to be
renamed "Administrative High Commissioner, N.T.". His rank will be up-graded and he will carry out his duties directly under the charge of the Governor with increased powers (like the present Commissioner of the Independent Commission Against Corruption who answers directly to the Governor of Hong Kong).
(3) The Heung Yee Kuk Ordinance, Cap. 1097 of the Laws of
Hong Kong, is to be completely revised so as to vest wider powers in the Kuk.
(4) Under the Administrative High Commissioner, N.T., there should be the following divisions/branches in the N.T.:
(i) Finance, (ii) Environment, (iii) Housing,
(v) Social Welfare, etc.
(iv) Security,
Since none of the unofficial members serving on the present Leg- islative Council of Hong Kong ever represent the N.T. people to voice
their opinion....
