their opinion, they have overlooked the interests of the N.T. and are out of touch with the actual condition of the livelihood of the N.T. people at different levels - thereby disregarding the extraordinary circumstances prevailing therein. The present Secretary for the N.T. in the Hong Kong Governmental organization is a member of the central government. In dealing with N.T. affairs involving political factors and the actual condition of the livelihood of the people, he is always ignored or obstructed by members of other units in the central government so that developments in the N.T. and improvements to the livelihood of the N.T. people always meet with difficul ties. Our aim in making the above proposals is to have the adminis- tration of the N.T. simplified by the Hong Kong Government and differences between the Government and the people removed. This will not only step up the development of the N.T., but also enable the Chinese residents in the N.T. to lead a decent and peaceful life in a fair society - this is the only way to accelerate political harmony between the Chinese residents in the N.T. and the British Government. Such changes will greatly benefit the political future of Hong Kong.
