up to now, the Hong Kong Government, in dealing with land matters in the N.T., still persists in adopting measures of usurpation, exploitation and control, and has never respected the unbiased and constructive suggestions made by the Kuk. The Government has made no attempt whatever to find a solution. On the contrary, the usurpation, exploitation and control measures are being intensified day after day.

the land At this moment, and properties belonging to the N.T. community receive no safeguard from the Hong Kong Government; in respect of law and order, the Hong Kong Government gives no protection to human lives and properties; heavier taxes are being burdened on the people; all in all the Hong Kong Govern- ment affords no security to the livelihood of the people.

It is noted that the denomination of "colony" as applied to Hong Kong was struck off the list in the United Nations in 1972. Histor- ically, the Anglo-Chinese Convention signed by these two countries is a part of the Laws of Hong Kong. The land title deeds drawn up between the Hong Kong Government and the people are based on the Anglo-Chinese Con- vention for a term of 99 years. Moreover, both the Convention and the Laws of Hong Kong are part of the British Constitution. The spirit of the British Constitution has obligations both to preserve traditions and righteousness and to fulfill the terms of international treaties. At this moment, Britain, being a democratic country, has an obligation to respect the opinion of the people. However, the Hong Kong Government has enacted unjust laws to govern the N.T. no matter in what nation in the world where there is a social system, such unjust laws and policies do not exist.

In view of the instances mentioned above and of the present good relations between Britain and China, the British policy is to allow its colonies to become autonomous and independent.
