Higher Education
A Green Paper will be issued shortly, which will consider the whole range of opportunities for the Form III leaver, bearing in mind the public concern over the proposal that only 40% of the school population will be provided with subsidised places in Forms IV and V. The Paper will also consider education services available to Form V and Form VI leavers
Tertiary Education
Despite the fact that part-time day release coursen · are not attracting the desired number of students, the universities and the Polytechnic are expected so reach predicted target
Industrial Training
As well as training centres for the construction aid cloth industries, 5 further trades have been designated, which will double the numbers of trainees covered by the Apprenticeship Ordinance. Training in the commercial and service sectors has been approved in principle by the Government

INSTITUTIONS
Appointment of members of the Legislative Council (and ultimately the Executive Council) form a wider social background, especially from the lower income groups
The occupations of the Unofficial Members of the Legislative Council are as follows:
10 businessmen, 2 bankers, 2 barristers, 2 solicitors, 1 doctor, 1 social worker, 1 school principal,
1 missionary, 1 trade unionist, 1 transport supervisor, plus two new Members, appointed in August this year. They are Dr Rayson Lisung HUANG, Vice-Chancellor of the University of Hong Kong, and Mr Charles YEUNG Siu-cho, a lawyer, Chairman of the Yuenlong Townhall Management Committee and a member of the Executive Committee of the Heung Yee Kuk.
