The introduction of payment of allowances to the Official Members of the Executive and Legislative Councils

The strengthening of the existing translation, secretarial and research staff of the Office of the Unofficial Members of the Executive and Legislative Councils.

The enlargement of the Legislative Council, and consideration of differentiating more clearly between the functions of the Executive and Legislative Councils

To appoint to the Legislative Council a public personality with a close interest in industrial conditions; and to groom suitable figures from the independent trade unions for eventual service on the Council

To consider the trade union position further in the light of the Turner Report

PRESENT POSITION

The Legislative Council was enlarged by 16 seats, half of them Official, half Unofficial, in 1976. Eight new Unofficial Members were appointed, effectively raising their number by 7, as there was one retirement. Five new Official Members were then appointed.

In 1977 4 more seats were added, two Official, two Unofficial. Three have been filled, leaving one Official seat vacant

Mr LEUNG Tat-shing was appointed to the Legislative Council in August 1976. He is an elected member of the Labour Advisory Board and has a strong trade union background. There is no evidence of progress on the grooming of suitable figures from the independent trade unions
