I am the Director of the Crime Laboratory of the Government of the U.S.V.I.

I live in St. Thomas. I am a qualified Forensic expert. Know Sgt. Malone 10

On 21/1/77 I saw Sgt Malone at the Crime Laboratory in St. Thomas. He

presented me two large brown paper bag packages. The contents of the package

were listed on paper and signed by Sgt. Malone. I checked the list against

the goods presented. The list was accurate. I gave Sgt. a receipt.

I received the articles, I inventorid the items against the list and packaged them

One contaner contains items from the suspect. The other

contained items from the victim. On 2/2/77 I mailed both packages by

registered mail to the Federal Bureau of Investigation in Washington.

XXd Foster" I have taken course in Forensic toxicology and drug analysis

at the University of Puerto Rico under Dr. Sydney Kaye. I have had training

and knowledge of marijuana i In my reading there is a controversy as to

whether of not one of the effects of marijuana is brain damage, but the.

weight of scientific knowledge is leading towards the conclusion that there

is no brain damage from the use of this drug. There are two schools of

thoughts on the subject.
