Murders

Reward of $300,000
Memorandum by the Minister of Finance
Cabinet will recall that following the murders of Mr. George Duckett (9/9/72), Sir Richard Sharples and Captain Hugh Sayers (10/3/73) and Mr. Victor Rego and Mr. Mark Doe (6/4/73) a reward was offered.

The offer was for "three separate rewards, $100,000 in each case, for information leading to the arrest of the person or persons responsible" for the murders. There were "three separate rewards" because, at that time there was no indication that the murders were related.

As has transpired, two individuals were brought to trial for all five murders and it has now become necessary to consider to ques- tion of the reward money. On the recommendation of Chief Inspector Basil Haddrell, six names have been put forward for consideration of a share of the reward money. The Chief Inspector's recommendations have received the support of the Bermuda Police and the Attorney General's Chambers. As a consequence of this concensus it became necessary to deal with the question of the apportionment of the money.

A committee composed of the Attorney General, the Secretary to the Cabinet and the Financial Secretary has how met on the matter and has made a formal proposal which I consider to be most sensible.
Firstly, in considering the matter of the reward, three basic assumptions had to be made:

that "arrest" should be interpreted as meaning that each of the six individuals assisted materialy Ja arriving at a solution to the crime(s);

that each was therefore, from a technica view, entitled to an equal share of the erard; a, d
that not all those responsible for the killings have been brought to justice (hence there is a distinct possibility that there may be additional prosecutions and a further call on the reward money at some rime in the future).

Secondly, it was decided, on the advice of the Attorney General following consideration of the reporting officer's (Chief Inspector Haderell) comments, that a set maximum should be given for each of the six persons involved and then, following aŭ a...wesenent of their contribution to the solution of the crime, fle money each should receive should be objectively appo (101. there should be a direct correlation between the reviz¢ and the value of the "contribution" each made.
