1. Peter Laurence has passed to me your letter to him of 12 October about the revised terms of reference for the British Development Division in the Caribbean.

2. I am sorry if these caused you concern. As Denis Glason explained in his covering letter, the revision was designed to implement a specific "nuts and bolts" recommendation (about EDF) ), made when the Development Division was inspected in February. does not flow from any decisions about the future role of DevDiv in the Associated States. That is one aspect of the proposals for the re-organisation of representa ion in the Eastern Caribbean and relations with the Associated States after independence which arose from your own Inspection and are still subject to approval by Ministers. These proposals recognise the need to improve the present arrangements and your vie's as well as those of the Inspectors

It is because have played an important part in their formulation. the issues need to be considered carefully at a high level that the whole exercise has taken so much ime. Once the general policy has been established, it will presumably be necessary for the ODM to look again at DevDiv's terms of reference to see whether there is any need to adapt them to the new arrangements.

3. So far as arrangements at this end are concerned, we envisage that WIAD will give up responsibility for the Associated States as they reach independence. They will then be dealt with by the appropriate FCO geographical department in the same way as any other independent country and there will be no case for a joint approach (or at least no case that would not equally apply to many other countries where aid is a major element of our relationship). As you point out, there is logic in having aid and politics in the Associated States handled in one joint department. But there are powerful arguments against this and the idea is not a starter. present arrangement, while not entirely logical, works well: also means that there will be no break in continuity on the aid side as a State becomes independent.
