In his minute of 6 December addressed to you, Mr Cortazzi indicated that we should reconsider our present policy on accelerated decolonisation and analyse the position of the remaining dependent territories.

2.

The attached is a first draft at a ' cock-shy' attempting to draw together comments on our files. Geographical departments have the most recent wisdom on moves towards indpendence and therefore I propose to arrage to discuss possible ways of urging the

reluctant' DTs towards independence, with Messra Dale (WIAD)

and Beattie (DTEU) handly after the holidays.

3. We will wish to obtain as wide views as possible on this

exercise before it can begin to take shape.
