TERMINATION OF THE LEASE ON THE NEW TERRITORIES IN HONG KONG

1997, when the lease is due to expire, is still quite a long way ahead and a great deal will have happened by then, not only in the area but in other parts of the world as well. It is not possible to predict what the circumstances will be so far

in the future.

MICRO-STATES

We understand the problems that might be created for the United Nations (and the Commonwealth) by a further proliferation of micro-states and we shall be ready to encourage any appropriate

international discussions about how best to deal with this

problem. We should not, however, be willing to retain as a dependency any territory that may desire and be capable of

independence for reasons of international convenience alone.

RE-ORGANISATION OF BRITISH GOVERNMENT REPRESENTATION IN THE CARIBBEAN

This will be considered in the light of Diplomatic Service inspectors' reports on posts in the Caribbean area and also in the light of the CPRS report, which is due to be published next

week.
