9. POLICY ON WIAS

Over the past 10 years the present Constitutional arrange- ments have proved unsatisfactory both for Britain and the Associated States themselves and it is now our policy to encourage them to proceed to full independence as soon as possible. We hope that they will preserve and, following independence, strengthen the existing arrangements for regional co-operation. We hope to continue to provide development aid to these countries after independence, in accordance with their needs and our own resources and priorities.
