HONG KONG: THE PLANNING PAPER

1.

The existence of the Planning Paper is fairly widely known in Government circles in Hong Kong and suspected fairly widely in non-Government circles. However, access to it and knowledge of its contents is restricted to a small group of senior officers.

2. It is important that knowledge of the contents of the Paper should not be more widely known in Hong Kong. I have discussed the problem of correspondence about the Paper with the Governor and with the Secretary for Administration, who is responsible for co-ordinating the supply of material to us for the monitoring process. We agreed that in correspondence with officials of the Hong Kong Government about the Planning Paper I should refer to the minutes of the Governor's Committee at which he explained the policies agreed with HMG in the UK. I attach a copy of these minutes. If it is necessary to refer directly to the Planning Paper or its contents, I have agreed that I should write directly, under personal cover, to the Governor or the Acting Governor.
