Review of Policies and Programmes (GC 4/76)

HE said that he had conducted with the FCO a periodic review of the programmes of the Hong Kong Government. The review had concluded that current policies and programmes in respect of security, anti-corruption, medical and health services, education and housing could not rea- sonably be improved on for the time being, subject to the points in the following paragraph.

In these fields the requirement is:

that HMG should be informed in broad terms, as to what our annual targets are over whether the applicable planning period is;

that HMG should be informed in advance of any decision to drop or raise such targets and the reasons for it;

(Action on (a) and (b) above: HE will

discuss with Secretaries.

(c) that, with regard to housing, we should

report by 1st January 1978 our proposals for improving housing standards on the assumption that such improvement will not result in fewer people being housed; (S for H to discuss action with HE in May 1977).

(d) that, with regard to education, we should report our proposals for further develop- ment by 1st January 1979 - with particular regard to post-Form III education. (S for SS and D of E to discuss action with HE in June 1977).
