As you know, we have so far delayed making any further contribution to relief in Indo-China in the hope that we may get some better information from the visit that Kirkley is to make to South Vietnam. However, although Mr Ngoc assures us that "a positive reply has been given for such a visit in the near future", this does not apparently mean that he will be allowed actually to enter the country at this stage. Meanwhile the appeals accumulate and there is evidence of urgent need in Laos. In our view we can delay no longer, and I enclose a copy of a draft submission that we have prepared for Mr Prentice.
We are hoping to discuss this with Kirkley at 10 o'clock on Tuesday. If you have any comments, perhaps you could ring up Michael Allen (Ext 708) before then. I hope to be away on Monday.
