15 August (Annex A) you recommended that no further action should be taken on/allocation of further funds until mid-September. We had hoped that it would be possible for Mr Kirkley, Chairman of the Disasters Emergency Committee, to make an early visit to Vietnam to assess the present need. However, in spite of repeated approaches, including a

letter from Mr Grant to Mr Ngoc, the Hanoi authorities have still not

delayed indefinitely. While the information we have on conditions and needs in Indo China is sketchy, it is arguable that relief aid would be more effective if spent sooner rather than later. Therefore we

recommend allocation of the remaining £250,000 in the near future.
