RELIEF AID FOR INDO-CHINA

1.

Of the £1 million set aside for relief work in Indo-China, a balance of £250,000 remains unallocated. The ODM propose to commit £100,000 now in response to the UN appeal for food aid for Laos, and to retain the remaining £150,000 until it is known whether an appeal for Cambodia is to be launched. If there is not to be a Cambodian appeal, the balance would be allocated to the UNHCR appeal for resettlement of Cambodian and Vietnamese refugees.

2. If this recommendation is approved, a number of appeals (listed at Annex A to the attached draft submission) will receive no contribution from HMG.

3. We have been asked to pass any comments on the draft submission to ODM today. If you have any observations, please could you let me have them by 1600?
