As you will see from the attached letter, Sir Anthony Royle has changed his mind about the report on Mr Ellis's case, and has now passed it on to his constituent. We had already written to Hong Kong to ask ICAC whether they were prepared to modify the report. I think that when we hear from them, Lord Goronwy-Roberts' subsequent letter to Sir Anthony Royle should say that we accept that the statement at 5(b) in the report was not accurate, and that we regret this: we might perhaps add that it no doubt stems from the fact that ICAC did not exist at the time that Mr Ellis made the allegations previously. However, this does not alter the conclusion of the report.
