I have been asked to reply to your letter to the

Prime Minister aboút Mr Peter Godber.

I understand that a petition by Mr Godber for special leave to appeal to Her Majesty in Council is to be heard by the Judicial Committee of the Privy Council on 17 July. As you will understand, it would not be proper in present circumstances to comment on his case.

I cannot accept what. you say about the morale of the Royal Hong Kong Police Force. When the Inspector General of Colonial Police visited Hong Kong at the end of last year, he found that morale and standards in the Force were encouragingly high.
