Thank you for your letter dated 19th June, enclosing the report of investigations into the case of my constituent, Mr. Alan Ellis of 20 Bishops Close, Ham Common, Richmond, Surrey.

As I explained to your Private Secretary on the telephone, I cannot accept the comment 5 (b) made by the investigator on page 3 of the report. There has been a constant stream of details about Mr. Ellis's case between 1965 and 1974. Indeed, I myself investigated his case as a Minister during my four years in your Ministerial post, and submitted his details to the Inspector of Colonial Police Forces, Mr. Macoun.

I have in fact sent the report and your letter on to Mr. Ellis, but I have explained to my constituent that I am dissatisfied with paragraph 5(b), and have asked you to request that Hong Kong should look into the matter again.
