Having in mind the matters herein above raised, I see no reason why I should accept the Commission's findings, and certainly I do not accept the Commissions claim that "Although every effort has been made in this investigation the allegations remain unsubstantiated."
In view of these, also, I consider that Lord Goronwy-Roberts' unqualified acceptance of the findings of the Target Committee operating under his authority is astonishing, and I certainly do not accept that his implication that the composition of the Target Committee "prominent local figures and senior Government officials" lends any credibility, legitimacy or respectability to those findings.

The question remains as to whether or not a serious investigation may still be usefully conducted by the Commission.
As you know, on February 5th I offered to go to Hongkong to assist the investigation. If the Government wishes to claim that "every effort" has been made, then it would have seemed appropriate that I should be invited, in view of the fact that the Commission's investigation hinges upon the positive identification of Ah Lam, to make that identification directly. I am still prepared to go to Hongkong to make that identification but before I do so, it would simplify matters if the Commission would state positively who was the servant detailed to attend upon myself and Mr Hurst in our official quarters in Hunghom in October 1962. This is a question which surely should be simple to answer.
Beyond that, unless I am given very speedily some evidence of a more serious approach to the extremely grave issues raised by my complaint, I shall be compelled very reluctantly to have recourse to my legal remedy.
Before taking a decisive step I will be glad to receive any further comment the Commission or other authorities involved have to offer.
