IV. Contacts with Staff recruited by TETOC
24. I met all of those recruited since I became personally
responsible for Hong Kong recruitment, and some of those
previously recruited. In practically all cases the contacts
happened naturally because those concerned were piloting me
round institutions listed in para 19 above.

was crowded out of my programme, and Messrs Harper and Stewart
came into the office to see me. Apart from the fact that the
Printing Department is not yet fully developed, they had few
problems and had settled happily into the Hong Kong environment.
Mr. Kingwell did however express certain doubts about Mr. Harper's
performance.

Mr. L. Potter, an Inspector of Technical Education was
considered to be making a promising start and I myself was very
impressed with him. There were however problems building up in
the case of Mr. N.G. Street and Mr.J. Collins of the Technical
Teachers College. They are worth reporting in full because they
involve complications which could recur with other teaching
personnel in the future and TETOC Recruitment Section should be
aware of what is, involved. Mr. Street had had to wait four
months in a hotel before being offered permanent accommodation,
and this is not uncommon, with Government staff. His child had
had to go temporarily to a school in the catchment area of the
hotel. As the school for the catchment area of his flat was
full he had temporarily had to go to another school
