proportion of their income on food than the British.

New Technical Institute at Kwai Chung and Kwun Tong. visiting the incompleted buildings I was accompanied by

Mr. Lieu and Mr. Geoffrey Devereux (formerly at the

Hong Kong Polytechnic) the respective Principals

designate, and by Mr. Kingwell. Both Technical Institutes

were scheduled to open in September 1975.

Secondary Technical Schools at Lung Cheung (two schools),

Kowloon, Cheung Chau, Caritas St. Francis and Victoria

(the two last named being on Hong Kong Island). These

visits took up a lot of time and though they are the

sources of students for the Technical Institutes their

direct relevance to TETOC recruitment was something

less than marginal. They were however interesting and

as I was in each case accompanied by one of Mr.Kingwell's

Education Officers it was useful to be able to get to

know them (some were Chinese) obtaining a better idea

of how the Technical Education Branch works. I also

had the impression there was an element of window

dressing on the part of Mr. Kingwell to give me a

build-up as an expert on technical education in Hong Kong

in support of the case for keeping recruitment with

TETOC.
