(ii) There is a conflict between the fact that what is
primarily needed in candidates for new appointments
is teaching and industrial experience, but qualifications
are essential to secure acceptance.
Unfortunately,
those able to meet both requirements could earn more
money elsewhere.
The City & Guilds FTC was normally
the lowest acceptable qualification.
(iii) Job Descriptions.

I did my best to impress Mr. Lieu
with the need for better job description, and he
indicated that more complete information would be
provided as far as possible in future.
As a general feature of the work of Heads of
Departments, Mr. Lieu said that all estimates, planning
and programming for the next few years was done in the
Education Department and this must be accepted as a
discouraging factor for candidates seeking opportunity
and challenge. There was however a constant need for
advice and modifications where possible in the use to
be made of accommodation, workshops, equipment and staff
available.
(v) Salaries. Mr. Lieu thought these were insufficient
and compared too unfavourably with what could be earned
in industry. He was particularly concerned about the
scale for heads of departments and he mentioned that on
the Senior Lecturer level of salary 30 40% had to be
spent on food.
He did not say whether he was referring
to Chinese or British staff but I later
