You are no doubt aware of the visit by the Defence and External Affairs Sub-Committee of the Select Committee on Expenditure to Hong Kong in the third week of November.

2. I have been asked if I would, as part of the arrangements for briefing the Sub-Committee, talk to them about the contrib- ution Hong Kong makes to the British economy. This is one of the subjects which the Committee has asked to be briefed on.

I understand members of the Committee will be briefed before they leave London and I am not altogether sure whether it would be proper for me to talk to them on this subject. I am perhaps in a somewhat different position to a Hong Kong Government Civil Servant talking about his own parish, but I am quite happy to brief the Committee provided you and others in Whitehall see no objection. It will be important, however, that anything I have to say coincides with the briefing given in London and it will be essential, therefore, that I have a copy of the brief prepared for the Committee in advance of its arrival here. Should you decide that it is not proper for me to speak to the Committee, it would still be helpful if I could have an opportunity to comment on any brief on this subject being prepared at your end while it is in draft form.
