As road safety is completely an urban matter and I think the Urban
Council should play the major role in all these aspects.

There is no political element involved and the authority can co-opt
the services of various traffic economists, engineers, educationists, either official
or unofficial and either local or overseas.
Authority for disposal of abandoned vehicles and road-unworthy vehicles
The Greater London Council is the largest refuse disposal authority in
whole U.K. According to the statistics GLC disposes of over three million tons of
refuse both household and industrial, a year. The GLC in this particular aspect is
also the authority for disposal of abandoned vehicles. During 1974, GLC has disposed
over 40,000 abandoned vehicles as to reduce congestion in the roads and to reduce
pollution. The London borough councils also collect abandoned vehicles and the
Greater London Council is responsible for their disposal at depots where they can
be taken and stored before being sold under contract for conversion into scrap.
GLC has also provided depots where motorists can take cars for disposal free of
charge.
In 1969 during the international road safety conference in Hong Kong,
discussions were made concerning the legislation on treatment of abandoned cars
which occupy permanently some roadside parking spaces. I do not really know
whether the legislative power is vested in the Commissioner for Transport but if
it is not this should be looked into carefully. With the increase of licensing fees,
