During the first conference held here, delegates proposed that the

South East Asian Road Safety Council should be set up and housed in Hong Kong.

This idea probably has not been taken up but if the Urban Council is having the

authority for education and promotion of road safety, this idea should be persued.

The road safety patrols in Hong Kong gave and is giving very good

impression to all overseas delegates and all members of the community who had

the opportunity to participate in their annual parade.

The Road Safety Patrol organised by the Road Safety Association

is a combination of road safety workers and recreation workers and this patrol

scheme should be expanded and I always favour the idea that some one should play

a major role in co-ordinating the voluntary work in respect of road safety by

pooling the experience of various automobile assciations and drivers associations

and other voluntary and commercial concerns having something to do with motor

vehicles.

The financial aspect of assuming the road safety authority in Hong

Kong would be minimal and much funds can be drawn from members of the public

in respect of road safety. The Road Safety Association has been able in the past to

draw resources from the oil companies, motor car importers, insurance companies

and other civic-minded

individuals.

As soon as the Urban Council assumes the Road Safety Authority

consideration should be given to host the third road safety conference which will

provide a link with the past and the question of having the World Road Safety Head-

quarters in Hong Kong should also be carefully examined.
