Council in Hong Kong is responsible for refuse collection and disposal, this field

should be looked into and it may improve the traffic conditions in Hong Kong, reduce

congestion, reduce the element of pollution and provide a good and acceptable

service to the community and it will surely bring revenue.

Managers for Multi-storey Car Parks and

Roadside Parking Meters

The Urban Council of Hong Kong was the managers of multi-storey

car parks a few months ago before they were taken back by the Central Government.

In my view parking is an urban and regional matter, therefore, it should be the

responsibility of the Urban Council. Certain open space car parks in Singapore are

being used as hawkers bazaars and cooked food bazaars during the evenings and as

the Urban Council in Hong Kong is the authority for attending hawkers requirements,

thoughts should be given that certain roadside car parks should be used for such

purpose as some kind of substitute for the controversial Hawker Permitted Area

scheme. At the time of preparation of this paper materials have not yet been

available on parking in Hong Kong and in London. When opportunity arises a

further supplement will be prepared.
