COMMONWLALTH YOUTH PROGRAMME: RESEARCH INTO DRUG ADDICTION AMONG YOUNG PEOTLL
1. Would you please refer to your letter A£A 220/204/01 of 4 September to Dick Crowson.
2. In your letter you asked whether or not the Governor of Hong Kong had at any time discussed with Mr Arnold Smith during his visit to Hong Kong in January 1974, the possibility of a research project into drug dependence among young people being set up under the auspices of the Commonwealth Youth Programme. I have read through the records of discussion that took place during fr bmith's visit. The discussions were mainly focused on the Commonwealth Fund for Technical Co-operation and although there was a general expression of interest in the scheme for training youth leaders, there was no discussion or mention of a research project into the field of drug addiction.
3. The Hong Kong Government have said that they will sound out the departments concerned with youth and drug addiction about the proposed scheme and will let us have their views on it in due course.
