opium dross, opium water and opium manufacturing equipment were seized. The total seizure consisted of 2.357 kilogrammes of prepared opium, 3,462 kilogrammes of raw opium residue, 640 grammes of opium dross and 7.572 litres of opium water. Enquiries failed to establish ownership of the drugs and no arrest was made.

On 19th October, 1973, following months of investigation and surveillance, officers of the Narcotics Bureau raided a flat in Kwun Tong, Kowloon and arrested three men, including the heroin chemist, actually in the process of manufacturing No. 3 heroin. These were CHAN Siu-shing (7115/0340/0524), 34 years, LI Tai-shing (2621/1132/1004), 29 years, and CHAN Ho-tin (7115/3185/6879), 36 years, all ethnic Chiu Chau. The premises were searched and a large quantity of No. 3 heroin and manufacturing equipment including buchner flasks and funnels, bowls, stirrers, basins and sieves, was seized from the room where manufacture was in progress. From a bedroom a further quantity of No. 3 heroin already wrapped was seized together with 14 blocks of morphine hydro- chloride bearing the '999' trade mark and a number of metal bins con- taining crushed morphine, From other rooms various other items of manufacturing paraphernalia was seized. The total seizure in the flat consisted of 30.8033 kilogrammes of a mixture containing 12.9930 kilo- grammes of salts of esters of morphine and 30.78 kilogrammes of a mix- ture containing 25.19 kilogrammes of morphine hydrochloride (a salt of morphine). While the officers were searching the premises a woman CHAN Chor-hing (7115/2806/0615), 41 years, was arrested as she was about to enter the flat. Surveillance had previously identified her as being involved in the heroin manufacture. All four were jointly charged with Manufacturing a Dangerous Drug and two counts of Possession of Danger- ous Drugs for the Purpose of Unlawful Trafficking. CHAN Siu-shing was convicted and sentenced to 10 years imprisonment on all charges. The other three were convicted and sentenced to 12 years imprisonment on all charges. All sentences to run concurrently.

On 7th November, 1973, officers of the Narcotics Bureau raided a flat in Yau Ma Tei, Kowloon. The officers forcibly entered the premises and found that two pans of prepared opium had been poured
Two men, over the floor in an attempt to dispose of the evidence. SHUM Shing-chi (3088/2052/2655), 31 years, and LAW Chun-ying (5012/ 2182/5392), 36 years, were found inside a bedroom in the process of changing clothes. A search of the premises was made and quantities of raw opium, prepared opium, opium dross, opium water, raw opium and opium manufacturing paraphernalia were seized. SHUM and LAW were arrested and jointly charged with Manufacturing a Dangerous Drug and Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. The total amount of drugs seized on the premises was 4.3 kilogrammes of raw opium, 817.2 grammes of prepared opium, 1.003 kilogrammes of opium dross, 4.09 kilogrammes of raw opium residue and 12.395 litres of opium water. SHUM and LAW were convicted and sentenced to 3 years and 18 months imprisonment respectively.

On 12th January, 1973, officers of the Preventive Service conducted a routine ship search of the m.v. 'Ravi', which arrived in Hong Kong from Singapore. Under a bundle of logs in the engineer's store they found a polythene bag containing a quantity of cannabis
