MANUFACTURE

On 18th January, 1973, officers of the Preventive Service raided a farm in the New Territories. The farm consisted of several wooden huts surrounded by trees and paddy fields. As the Preventive Service officers were entering the farm two men ran from a hut inside the farm and escaped. The farm was searched and a man, YEUNG Man- kwong (2799/2429/0342), was arrested. A large quantity of heroin, chemicals, heroin manufacturing equipment including a buchner flask and funnel, bowls, stirrers, basins and sieves, three blocks of mor- phine hydrochloride bearing the '999' trade mark, and three large packets of crushed morphine were seized. The total seizure from the farm consisted of 13.4794 kilogrammes of a mixture containing 8.5615 kilogrammes of salts of esters of morphine, 8.585 kilogrammes of a mixture containing 7.653 kilogrammes of a salt of morphine and 42.62 litres of a solution containing 0.8513 kilogrammes of salts of esters of morphine. YEUNG was charged with Manufacturing a Dangerous Drug and Possession of Dangerous Drugs for the Purpose of Unlawful Traf- ficking. He was convicted and sentenced to 10 years imprisonment on each charge, sentences to run concurrently.

On the early morning of 31st January, 1973, officers of the Narcotics Bureau raided a farm in the New Territories. The main door of the hut was locked but a light was visible in one of the rooms. The officers forcibly entered the hut and arrested two men who were attempting to escape. These were SO Fat-cheung (5685/0154/4382) and CHAU Chik-ping (0719/2784/1627). The premises was searched and a quantity of heroin, barbitone, heroin pills and smoking paraphernalia was seized from a cockloft at the rear of the premises. From a small room under the cockloft, a large quantity of heroin manufacturing equipment including a metal buchner funnel, flasks, bowls and stirrers, was seized. Finally, from the main room of the hut a large drum con- taining a quantity of morphine in solution form was seized. The total seizure in the premises amounted to 2,060.4 grammes of a mixture con- taining 575.6 grammes of salts of esters of morphine, 867.9 grammes of a mixture containing 146.4 grammes of barbitone, 40.9 grammes of a mix- ture containing 13.1 grammes of salts of esters of morphine and 0.9 grammes of barbitone, 16.4 grammes of heroin pills and 12 litres of a solution containing 6.9 grammes of a salt of morphine. SO and CHAU were jointly charged with Manufacturing a Dangerous Drug and Posses- sion of Dangerous Drugs for the Purpose of Unlawful Trafficking. SO was convicted on the manufacturing charge and sentenced

to 10 years imprisonment. In respect of the second charge he was found guilty of simple possession and sentenced to 3 years imprisonment, sentences to run concurrently. CHAU was found not guilty of manufacturing, but found guilty of simple possession in respect of the second charge and sentenced to 2 years imprisonment.

On 7th February, 1973, officers of the Preventive Service were on routine patrol at a village in the New Territories, when they detected a faint smell of opium wafting from the village shrine. The shrine was searched and quantities of prepared opium, raw opium residue,
