We have now learned from the Foreign and Commonwealth Office that the Hong Kong authorities would like to proceed with the possibility of appointing Chief Superintendent Howell to the post of Director of Criminal Investigation, on the basis of the previous understanding that he would be promoted to the rank of Commander.
It has now been proposed through the Foreign and Commonwealth Office that Howell should be interviewed by a Board, chaired by the Hong Kong Commissioner, in London. The other members would be Stuart of the Hong Kong and Indian Ocean Department of FCO and Hacou of FCO. This is acceptable
