'activists' from among the masses, usually at the

instigation of the Party.

These do not necessarily

involve the Police. Minor political malefactors are

frequently put under 'supervision by the masses' and

compelled to work for little or no return for a certain

period of time. The offender also submits to 'study'

and self criticism sessions at meetings of colleagues

and cadres until he is thought to have reformed.

The Militia

51.

All males between 16 and 45 and females between

16 and 35 are normally eligible for the Militia which is

fundamentally divided into 'Backbone' and 'Ordinary'

Militia. Males between 16 and 30 (some of them retired

or demobilised servicemen), and females between 16 and 25

form the Backbone Militia, provided that their physique

and social and ideological backgrounds are satisfactory.

The remainder form the 'Ordinary' Militia. Individuals

are selected from the Backbone Militia to receive special

training in skill at arms in order to provide the Militia

with relatively small local forces capable of combat duties

in time of emergency.

These are known as 'Armed Militia'.

In FU SHING Commune, the Commune's Militia

'Regiment' is subordinate to the PO ON County Militia

'Division' with a Militia 'Battalion' at each P.B. The

strength of the FU SHING Commune Militia Regiment is

approximately 2,500, about 10% of the total population,
