over the movement of persons in the Commune or brigade area,

especially movement in the 'Closed Area', the land south

of the east/west Border Road, as up to 200 Commune members

cross the Border to work C.T.-owned land situated in B.T.

Controls are exercised by the issue and registration

of a variety of permits while registration of individual

residence and movement is recorded at both brigade and

commune level.

Official Household Registration Books which have

been on issue since 1963, record the details of each

member of the household. They are important basic

documents, forming a permanent official record against

which any matter relating to the household's members;

the issue of rations, census statistics, or mobilisation

of labour for example, may be checked.

Political Control

50.

The People's Police are responsible for carrying

out political background checks and for keeping dossiers

on individuals as required. Such checks are initiated and

records scrutinised when, for example, an individual

volunteers for service in the P.L.A., or is considered for

any post of responsibility or takes any unusual initiative: tr

which brings him to the attention of the authorities. In

the course of ideological rectification or other political

campaigns, background checks are often carried out by
