PUBLIC SECURITY (P.S.)

Organisation

The People's Police in FU SHING Commune are

represented by a county-controlled Police Outpost which

co-exists with the Commune R.C.'s Own 'Protective

Section', a rural security organ staffed by Commune cadres

(see paragraph 9(a) above).

Organisation of P.S. at Lower Levels

45.

P.B. HQ's have a small Law and Order Protection

Section working under the supervision of the P.B. R.C.,

but under command of the Commune H.Q.'s Protective Section.

The Law and Order Protection Section is not staffed by

policemen and its head is elected at a meeting of P.B.

members for a limited term and may select his own staff.

Penal Institutions

FU SHING Commune does not administer any formal

detention centres. Captured illegal emigrants passing

through the area are detained at the SHUM CHUN Reception

Centre to the north of CHOI UK WAI and convicted criminals

serving gaol sentences are imprisoned at the SHUM CHUN

Detention Centre in the PO ON County complex at CHOI UK

WAI.
