FORCE LEVELS IN HONG KONG

The Ministry of Defence have just shown us a copy of the paper dated 2 July by the Commander, British Forces. A covering minute says that the CBF has discussed the paper with the Governor, but that it does not have the Governor's formal approval.

We should be interested to know to what extent you support the views set out in the paper.
