DEFENCE REVIEW: FORCE LEVELS IN HONG KONG

At the end of last week we spoke about the paper by the Commander, British Forces, Hong Kong. Mr Male and Mr Wilford have subsequently seen it. do not think we should make any comment on this rather technical paper at this stage. But absence of comment does not necessarily mean our agreement with the paper, and we reserve the right to comment later if necessary, when we have heard the Governor's views.

At Mr Wilford's suggestion I am writing to the Secretary for Security in Hong Kong, enquiring to whet extent the Hong Kong Government agree with the CBF's views.
