1. We have recently had a number of requests from the media to visit various defence establishments overseas which could be affected by the outcome of the defence review. One was for ITN to film the services at work in Cyprus. Another, being considered at the moment, is for a Guardian man to visit the Jungle Warfare Wing in Malaysia.
2. It seems likely that following the recent speculation about possible withdrawals, press and television interest will continue and could increase. Although we would not wish to encourage this sort of coverage at this time, we believe that to refuse permission altogether for such visits could give rise to adverse publicity and further speculation.

B. We propose, therefore, not to turn down requests merely because of the defence review, but to continue to treat them
h much the same way as before, taking into account the immediate political and local circumstances in each case, con- sulting the FCO and Ministers as appropriate. Where a visit is approved, the local forces would be instructed to concentrate on their present role and not to speculate about the defence review.
