Thank you for your letter of 24 April about Hong Kong.

I fully agree with you on the importance of maintaining

confidence in our administration of Hong Kong. As you know,

the previous Government took the line that there was no

question of withdrawing from the Colony in the foreseeable

future. That is still the policy of HMG as David Ennals has

made clear in the two answers he has given to questions from

you in Parliament.

On the question of the Hong Kong garrison, you will

recall that the Defence Secretary made it clear in the House

on 27 March that the Defence Review will be all embracing.

It has only just begun and will not be completed for some

months. I hope you will understand, therefore, that, at this

stage, I cannot say any more. Suggestions in the press and

on the radio about our intentions regarding force levels in

Hong Kong are of course pure speculation.

You ask whether Frank Judd's speech in Portsmouth on

Sir Anthony Royle, KCMG, MP.
