I am writing to say that, following the now shanged dear

appointment of Claude Burgess as Minister for Hong Kong Commercial Affairs in Brussels, we have been giving (as' further thought to the title of his post, as well as of Dodge and to their accreditation.

As you know, our intention in seeking the creation of the additional post of Minister was to increase our effort in the Member States as well as to upgrade the level at which we should seek to influence both the Commission and the Member States. Our Counsellor in Brussels has always been expected to maintain some contact with British Embassies in Member States' capitals and with appropriate officials in the Governments concerned, but the extent to which he has been able to do this, particularly since the enlargement of the Community, has been limited.

We now feel, however, that, if the Minister and Counsellor are to be in a position to be fully effective, it would be helpful if their appointments could be notified in the capital of each Member State so that they would appear on the Diplomatic List there, but as resident in Brussels.

At the same time we think it would give a clearer indication of their responsibilities if their titles were slightly changed to "Minister/Counsellor for Hong Kong Commercial Relations with the European Communities and the Member States". They would then appear on each Embassy's list as, e.g.,

Minister (Hong Kong Commercial Relations): C.B. Burgess, C.M.G., O.B.E. (resident in Brussels).
