The principal advantage of these proposals would seem to us to be that they would make clearer in all the Community's capitals the status and responsibility of the Hong Kong representatives, as well as providing them with the right of access to the governments concerned. This would then, we would hope, make sure that there would be no repetition of e.g. the difficulties the French raised this summer over receiving Dodge and Tsao when we sent them to present our memorandum on the Community's GSP.

Our approaches to the government of any Member State would, of course, continue to be made only in liaison with the Embassy concerned and, in major matters, after consultation with you.

Now that Burgess is in post in Brussels and in view of the imminence of our textiles negotiations and of the GSP review, we should be most grateful if early consideration could be given to these proposals. We feel that they are, in essence, only an extension and formalisa- tion of the existing situation, and, if you agree, we hope that the appropriate notifications can be put in hand at an early date.
