interest in this is primarily that our posts concerned should be happy with the arrangements. Whatever arrangements Sir M Palliser and Mr Muirhead are prepared to accept will be all right by us.

2.

I have one small comment. I would not have thought that the accreditation of a Minister to the Embassy need be ruled out entirely because of the Chargé problem. If he is clearly designated Minister (Hong Kong) and is only nominally on the roll, then it should be possible for the Counsellor to take charge without raising eyebrows. We would need to be assured only that the official concerned would properly rank as a Minister by comparison with our own ranks; paragraph 3 of your minute provides that assurance in the case of Mr Burgess.
