Thank you for sending me a copy of your minute of 21 May to Mr Butler.

2.

The proposal for a Hong Kong representative at Grade 3 level will not cause PPD any difficulty, provided we are right in thinking that the Hong Kong Government will pay for the new post in the same way as they do for the existing one. The point is implicit

in paragraph 9 of Sir M MacLehose's letter but perhaps Hong Kong could be asked to confirm it just to make certain there is no misunderstanding.

3. Mr Dodge's name does not appear in the White List. I do not know whether it appears in the local Diplomatic List in Brussels. From our point of view there is no reason why Mr Dodge or the new Minister should not appear in both.

4. I have only one small comment on the question whether Mr Burgess should be attached to the Embassy or Permanent Representation. If he were on the Embassy list as a Minister, it does not follow that he must act as Chargé d'Affaires. Provided the situation is made clear to all concerned, the Counsellor could continue to take charge in the Ambassador's absence.
