1. You said that you would like to consult Sir M Palliser before taking any decision on Hong Kong's proposition.

Mr Morris of POD undertook to speak both to Sir M Palliser and to the Ambassador during his recent personnel visitation to Brussels. But unfortunately there was not time for him

to do this.

2. In these circumstances I think we need a telegram if we are to resolve the question before the Governor's visit on 17 - 20 June. I attach a draft.
