A government initiated background guidance service should be started to keep overseas representatives up to date with

the latest policy trends both in trade and general matters. (Para. 37)

Hong Kong can provide more effective public relations and information services from its own overseas promotion offices, such as those of the T.D.C., rather than from offices within British Embassies. However more use can be made of Embassies in the distribution of Hong Kong press material. (Para. 39)
