1. Any increased publicity effort should not be indiscriminately

scattered but should be aimed at further increasing Hong Kong's trading prospects. (Para. 22)

be disbanded or maintained as a Standing Committee to meet on an ad-hoc basis on less frequent occasions when broader political or economic issues affecting overseas confidence in Hong Kong need to be discussed. (Para. 22)

4.

Co-ordination should be aimed at participation in other people's promotions but not interference with the running of them. (Para. 23)

5. The T.D. C. plan their promotions and budgetary commitments

up to three years ahead. The I.S.D. and the H.K.T.A. should consider bringing their overseas publicity budgets into line with this three-year planning programme. (Para. 24)

The effectiveness of the public relations co-ordinating machinery in Britain should be looked at as part of the survey of the British information scene. (Para. 25)

Regular co-ordinating meetings of Government, Trade Development Council and Hong Kong Tourist Association representatives

in Europe should be held alternatively in Brussels and Frankfurt. (Para. 26)

8. Every effort should be made to encourage European media to

consider re-establishing their South East Asia bureaux in Hong Kong. (Para. 29)

9. European correspondents resident in Hong Kong must be given special attention and help with background services aligned to their specific regional outlets in Europe. (Para. 30)

12.

More visits between Europe and Hong Kong of persons of influence in our affairs should be encouraged. (Paras. 34 and 94)

General publicity should be directed along a narrow beam to specific targets where mutual interest can be exploited. (Para. 35)

If a policy of participation by Government in T.D.C. or H.K.T.A. promotions is accepted a new government documentary film, to be updated annually, would be justified. (Para. 36)
