It would be useful for us to have a copy of

Lord Goronwy Roberts' statement for our records, if it is available (your paragraph 3).

We quite recognised the value and necessity of a

ministerial approach on this question. But Miss Tait's suggestion relates to the day to day exchanges at

official level we have in the Community. And there the technical arguments have a special value.
