Thank you for your letter of 13 May. You will know that we have continued to press Hong Kong's case with the Commission and member states, and find that we have not underestimated the opposition we face.
It would be useful for us to have a copy of
Lord Goronwy Roberts' statement for our records, if it is available (your paragraph 3).
We quite recognised the value and necessity of a
ministerial approach on this question. But Miss Tait's suggestion relates to the day to day exchanges at
official level we have in the Community. And there the technical arguments have a special value.
