1. You will remember that Hong Kong asked for a set of Command papers setting out the action taken by HMG on International Labour Conventions. (Hong Kong Saving Tel. No. 95 of 23 March). You were not happy with the reply sent by GGD (FCO Saving Tel. No. 31 of 3 April) and asked me to see if it was possible to obtain copies of the relevant Command Papers.
2. The Library were unable to trace any of the Orders in Council for Conventions Nos. 1 to 16
para. 1 of FCO Saving Telegram No. 31-but in the light of what is said in that paragraph it appears that they are not essential. However I have obtained from the library copies of all the Command Papers listed in paragraphs 4,5, and 6 of the FCO Saving Telegram under reference. The Library were also able to give me the dates of the denunciation of certain Conventions (para. 2(b) of Hong Kong Saving Telegram under reference).
3.
As there was a possibility that Mr Price would call in to see you during his leave in the UK, which would have given the opportunity of our handing the Command papers to him, I held on to them for the time being. However I understand that Mr Price has left or is about to leave for Geneva and that he will then return direct to Hong Kong. I therefore attach a draft letter to him enclosing the Command Papers.
